}List this week's open decision cards
The decision deck: pending cards whose next move is the user’s (dismiss / snooze / act). Pipeline rows — generating, ready_to_review, publish_changes, generation_failed — are not decisions and live on GET /weekly_tasks; they are excluded here by default and meta.counts never includes them.

States to list (comma-separated or repeated). Absent → open (pending) actions only. meta.counts is always week-wide and does NOT follow this filter.
pending, completed, dismissed, snoozed, auto_resolved, expired Action types to list (comma-separated or repeated). By default every type that waits on a decision from the user is listed; work in progress is listed by list_brand_weekly_tasks, but can still be named here. Unknown types match nothing. Combines with filter[states]; meta.counts always covers the whole week and ignores this filter.
